i use MIC3223 to drive leds,input 12V ,OVP was set at 33V ,vout measured is same as input (DWEEP888)

i use MIC3223 to dive leds,input 12V from a POE module ,OVP was set at 33V ,measure vout is same as input,whenever the load is open or not,the SW pin seemes no switching wave form. how can i solve it . thanks for anyone who can give some advice...
